GovTech's Landmark Achievement: FY 2025-26 Success

The Government Technology (GovTech) Agency of Bhutan has reached a monumental milestone by achieving 100 percent of its targets as per the fiscal year 2025-26. This achievement underlines Bhutan's ambitious stride towards a digitally empowered future ๐ŸŽ‰.

Mapping Bhutan's Digital Journey ๐ŸŒ

Bhutan's journey in GovTech has been marked by strategic planning and rigorous execution. The mid-term review (MTR) of the 13th Plan, chaired by Prime Minister Lyonchhen Tshering Tobgay, highlighted this significant progress. The review emphasized aligning national priorities with the vision outlined in the Diamond Strategy by His Majesty The King. This alignment is crucial as the nation strives to meet the 10X goals established by the government.

Key Achievements and Challenges ๐Ÿ“ˆ

Under the current plan, GovTech set ambitious goals, such as generating USD 3 billion in ICT sector revenue and creating 5,000 digital jobs by 2029. As of March 2026, the agency reported a striking improvement in public satisfaction with digital services, scoring 4.52 out of 5. The Electronic Patient Information System (ePIS), now adopted in 90 percent of health facilities, underscores the nation's commitment to digital health integration.

Economic and Employment Impact ๐Ÿ’ผ

Despite challenges, the ICT sector generated USD 44.08 million against a target of USD 60 million by June 2025. Furthermore, the digital sector created over 1,230 jobs, showcasing the growing employment opportunities in this dynamic field. The agency's AI maturity has catapulted from Level 1 in 2023 to an impressive Level 5, indicating rapid advancement in technology capabilities.

Addressing Budget and Workforce Concerns ๐Ÿ’ฐ

However, the journey is not without hurdles. Budget shortfalls and workforce attrition remain significant challenges. The agency has reported a financial utilization rate of 63.96 percent of its total outlay, with a substantial portion remaining unspent. Additionally, human resource attrition presents ongoing concerns, prompting calls for improved system efficiency and user satisfaction.

E-Waste Management and Sustainability โ™ป๏ธ

The rise in digital adoption has also led to growing e-waste concerns. In collaboration with the Department of Environment and Climate Change and local authorities, an e-waste management framework is being developed to address these environmental challenges sustainably.

Looking Ahead: The Road to 2029 ๐Ÿš€

The future holds promising developments for GovTech. By 2029, the agency aims to establish a robust data economy in health, climate, and agriculture sectors. With ongoing support from international partners like JICA Bhutan Office, these initiatives are set to enhance Bhutan's digital landscape further.

Enhancing Digital Literacy ๐Ÿ“š

In a bid to improve digital literacy, 6,831 individuals have been trained as of March 2026. The revised target of training 100,000 people by 2029 reflects a focused approach towards building a digitally literate society.

Conclusion: A Vision Realized ๐ŸŒŸ

GovTech's achievement of its targets is a testament to Bhutan's unwavering commitment to digital transformation. As the nation continues to advance its technological infrastructure, the focus will remain on addressing existing challenges while capitalizing on new opportunities. Bhutan's GovTech journey is not only a model for national development but a beacon for global digital advancement.
